The Uttar Pradesh government has announced a new skill training and employment scheme to prepare youth for jobs that industries actually need. Prepared by the Micro, Small and Medium Enterprises (MSME) Department, it is planned for launch on 31 October 2026. Many details are still unconfirmed, so this post covers what has been announced.

What Is the Scheme?

The scheme aims to give industry-oriented skill training and improve employment opportunities for youth across Uttar Pradesh. It links training to local industries, market demand and job potential in each region. It will roll out in phases, starting with centres in five cities.

Key Benefits (Announced and Proposed)

  • Basic skill training for youth from non-technical backgrounds, such as humanities and commerce
  • Technical training and upgradation for ITI, polytechnic and engineering youth
  • Indian and foreign language training for jobs in other states and abroad
  • Hostel facilities for trainees at the centres
  • Employment offices and placement cells on campus
  • Links with recognised placement agencies for jobs in India and abroad
  • Digital dashboards, data analytics and AI-based tools to monitor training and job outcomes

These are announced objectives. The government has not confirmed any fixed cash assistance, stipend or guaranteed job for individual trainees.

Coverage: Nine Zones

The scheme plans to cover all 75 districts, grouped into nine zones. For example, Zone 1 covers Gautam Buddh Nagar, Ghaziabad and Hapur, while Zone 9 covers the Gorakhpur, Basti and Devipatan divisions.

  • Monitoring will take place at state, district and project levels
