Punjab Mera Ghar Mere Naam Scheme: Formal Ownership Records and Property Cards for Abadi Deh Homes

For generations, many Punjab families living inside the traditional village boundary (Lal Lakir) had no official papers for their homes. The Mera Ghar Mere Naam (MGMN) scheme fixes that by surveying these properties and issuing a Record of Rights (RoR) and a property card to the rightful owner. There is no application form. The government runs the survey and verification itself.

This is not a cash scheme. There is no monthly payment, grant, subsidy or DBT. The benefit is a formal property record.

What is the scheme?

The Punjab Government launched MGMN on 17 October 2021. It is run by the Department of Revenue, Rehabilitation and Disaster Management under the Punjab Abadi Deh (Record of Rights) Act, 2021 and its Rules. It follows the survey and property-mapping approach of the Centre’s SVAMITVA initiative, and was described in the 2026 Vidhan Sabha address as Punjab’s version of that framework.

As reported in the Vidhan Sabha on 6 March 2026, drone flying was completed in 10,037 villages, and digital maps of 1,572 villages were finalised.

What do owners get?

  • Ownership record: formal recording of proprietary rights
  • Record of Rights for each survey unit
  • Property card, generated after verification
  • Digital mapping of boundaries and survey units
  • An objection process to challenge errors in boundary, area or proprietary rights
  • Mutation support for later property transactions through the MGMN system
  • Financial use: per NIC, the record can help owners use the property as a financial asset, including for loans or mortgages, subject to applicable law

Important caveat: the Act clarifies that a recorded proprietary right is not conclusive proof of ownership. It stays open to correction, appeal, revision or a court’s decision.

Who qualifies?

Eligibility depends on where the property is and the strength of the claim, not on who you are.

  • The property must be in an Abadi Deh area notified by the Government under the Act.
  • The competent authority must find the claimant to be the person best entitled to be recorded as proprietor of the survey unit.
  • There is no income, age, BPL or caste condition.

Documents

There is no fixed universal list.

  • During the survey: the Survey Officer may consider any document or writing you submit that helps fix the boundary, area or type of the survey unit.
  • For proprietary claims: the Assistant Recording and Resolution Officer may consider relevant documents supporting your claim.
  • Additional documents: the authority may ask for specific papers in a particular case.

How the process works

Residents don’t file a general application. The revenue authorities do the following:

  1. Notify an Abadi Deh area.
  2. Survey and map it, including by drone, marking boundaries, dimensions and survey units.
  3. Enter data on survey units and owners into the MGMN system (Survey of India, Kanungo, Tehsildar and SDM handle different stages).
  4. Verify the records.
  5. Publish proposed entries of proprietors and survey units for objections.
  6. Hear objections. An aggrieved person files them in Form C, and the Assistant Recording and Resolution Officer inquires and passes an order on each.
  7. Prepare the final Record of Rights.
  8. Generate the property card. The concerned SDM issues it from the verified record.
