Odisha Mukhyamantri Krushi Udyog Yojana (MKUY): Up to ₹1 Crore Subsidy to Set Up an Agri-Enterprise

Starting an agri-business takes capital, and the first investment is often the biggest hurdle. Odisha’s Mukhyamantri Krushi Udyog Yojana (MKUY) gives eligible entrepreneurs a capital investment subsidy of 40% to 50%, up to ₹1 crore, to set up commercial agri-enterprises in agriculture, horticulture, animal husbandry, fisheries and food processing.

Approval comes first. Projects set up without prior District Level Committee (DLC) approval get no subsidy. Wait for your Go-Ahead Letter before you spend or build anything.

What is the scheme?

MKUY is a flagship agri-business scheme of the Government of Odisha, run by the Department of Agriculture and Farmers’ Empowerment and launched on 1 June 2018. The Agricultural Promotion and Investment Corporation of Odisha Limited (APICOL) is the nodal agency. The scheme aims to promote commercial agri-enterprises that create income and jobs, and it keeps the process online, transparent and time-bound.

  8. Save the acknowledgement.

Step 2: Verification and Go-Ahead Letter

  • The Block Level Officer inspects the site and submits a feasibility report within 7 days.
  • The District Nodal Officer recommends or rejects within 8 days.
  • The District Level Committee, chaired by the Collector, meets on the 10th of every month and approves projects.
  • You download the Go-Ahead Letter from the portal within a maximum of 52 days of a complete application.

Step 3: Build the project

  • Start work only after the Go-Ahead Letter, and finish within 2 years.
  • Upload geo-tagged photos at three stages of work and after completion.

Step 4: Claim the subsidy

  1. Submit the completion report (Annexure-IX) with bills, vouchers and geo-tagged photos of all assets.
  2. The Block Level Officer and a joint team led by the District Nodal Officer verify and value the project.
  3. APICOL gets the bills verified by CT & GST and finalises the eligible subsidy.
  4. You sign an agreement with the District Nodal Officer on ₹100 stamp paper, and APICOL releases the subsidy.

How the subsidy is paid

  • Self-financed projects: APICOL pays directly into your Aadhaar-linked bank account once approved.
  • Bank-financed projects: the bank opens a mirror account in your name and requests a front-ended subsidy through the District Nodal Officer. APICOL releases the lowest of 80% of the estimated subsidy, the loan amount, or the maximum eligible subsidy, within 15 days.
  • The advance sits at 0% interest, and the bank calculates your EMI without counting it.
  • After completion, APICOL finalises the subsidy and releases the balance. The bank adjusts the total against the loan and recalculates the EMI.
  • If you don’t complete the project, or the final subsidy is lower than the advance, the bank refunds the excess to APICOL within 15 days.

Conditions after you receive the subsidy

  • Don’t change the unit’s location or make substantial changes for 10 years from completion without prior approval.
  • Keep the enterprise running for at least 10 years and submit yearly progress reports.
  • If you get the subsidy through false information, close the unit or move its site early, the government recovers it as arrears of land revenue with interest at 12.5% a year.
  • If the applicant dies before completion, the legal heir can continue after DLC approval, with the legal heir certificate, death certificate and NOC from other legal heirs.
