Haryana State Meritorious Incentives Scheme: Cash Awards for College Toppers and Fee Support for CBSE Toppers

Haryana rewards academic excellence in two ways. Government college students who finish first, second or third in their stream get an annual cash incentive of ₹2,000 to ₹5,000. Haryana-domiciled CBSE state toppers get their actual fees reimbursed, up to ₹25,000 a year for Classes 11-12 and up to ₹1 lakh a year for graduation. Neither version has a family income limit.

Applications are open. The 2026-27 window is live on the Har-Chhatravratti portal, and the last date is 31 December 2026. The portal carries a notice dated 17 September 2026. You need a Parivar Pehchan Patra (PPP) Family ID to register, so get that sorted before you start.

What is the scheme?

The Department of Higher Education, Haryana, runs the scheme to promote academic excellence by rewarding students for outstanding results. It comes in two separate versions, both applied for on the Har-Chhatravratti portal:

  1. Haryana State Meritorious Incentives Scheme, for students of government colleges
  2. Haryana State Meritorious Incentives Scheme (CBSE), for Haryana-domiciled students who top the state in the CBSE Class 10 and Class 12 exams

The money is paid by Direct Benefit Transfer (DBT) after approval from the higher authority, as provided from the 2021-22 session onwards.
