- Opt Out of Subsidy
Domestic LPG is heavily subsidized by the Government of India and every cylinder that we
use in our kitchen carries a subsidy of about Rs.200/-. This translates to a huge annual
subsidy burden on the Government, that drains precious resources which otherwise could
have been used in developmental activities.
Subsidy on domestic LPG instead of being broad-based, needs to be focussed at the truly
needy. Fortunately, a section of aware and ethical citizens is evolving, who is not in favour of
subsidies and would rather pay the full price for the products & services it avails, thereby
making a personal contribution towards Nation-building. There is a need to spread this
awakening all LPG consumers to voluntarily give up LPG subsidy and buy cylinders at nonsubsidized rates.
Accordingly, the Government has launched the ‘Opt out of subsidy’ scheme which is aimed
at motivating LPG users who can afford to pay the market price for LPG, voluntarily
surrender their LPG subsidy.
If you want to be a part of the Nation-Building exercise, do opt out of subsidy today.
To register in opt-out scheme, the consumers need to do the following:
Online option
1. Visit www.mylpg.in and select his/her company.
2. Register themselves on the site if not registered already.
3. Select the option of opt-out & login to the portal & follow the process.
4. Option is also available for the customer to show his/her name in the list of
“scroll of honours” in the website.
Offline option
Facility is also available to customers to opt out offline by submitting Form-5 to
their distributors. Click here to locate your distributor’s address. - CSR Scheme for release of connection to BPL families :
1. Facility under the scheme:
BPL families can avail new LPG connection without paying the security deposit of one
cylinder (14.2 kg or 5 kg capacity, as the case may be) and one Pressure regulator.
However, the other expenses, given below, for release of new LPG connections are to
borne by the beneficiaries:
1 Installation/demonstration charges for new connection to the concerned distributor.
2 Administrative charges for issuing DGCC including cost of DGCC to the concerned
distributor.
3 At the time of release of new LPG connection the prospective customer must have
rubber tube and gas stove, both with BIS marks, which they can procure from any
source including the distributor. If purchased from the concerned distributor, cost of hot
plate and LPG rubber tube/hose is required to be paid to the distributor.
4 If the hotplate is procured from a source other than the concerned distributor, the
customer has to pay inspection charges of hot plate, as applicable, to the distributor.
5 Price of LPG in filled cylinder(s) is also to be paid by the customer separately at the
time of availing new LPG connection.
2. Procedure to be followed by BPL cardholder avail the connection:
1. The BPL cardholder can approach the nearest distributor / RGGLV and submit the
prescribed declaration form along with copy of BPL Ration Card.
2. The RGGLV will retain photocopy of the BPL ration card and stamp it as “verified with
original” and would register his name as prospective LPG consumer under the
scheme.
3. The RGGLV prepares a list of BPL ration cardholders (beneficiary) who have registered
for the release of Security Deposit free connections and hand over to the concerned
officer of the State Government – BDO/DSO/FDO etc., for authentication.
4. Based on the verification done by the State Government, connections are released to
authenticated beneficiaries, on completion of all requisite formalities for release of new
LPG connection.
5. BPL ration cardholder will be released only deposit free Single Cylinder under the
scheme. In case the BPL ration cardholder wants to avail second cylinder (DBC), it will
be released at the prevailing deposit rate. - Opt Out of Subsidy

connections
Regularization of LPG Connection:
1. Person in possession of the cylinder/s, pressure regulator and SV of
an authorized Customer is available / missing :
Written consent from registered customer for transferring the connection in
the name of the person actually holding the equipment & SV. Consent letter
format available with distributor and to be submitted duly filled to the
concerned LPG distributor.
Actual holder of the SV & equipment to submit an undertaking indemnifying
the Oil Company against any claims on account of such transfer of
connection. – format available with the distributor
Distributor will verify particulars against records. Once found in order, will
prepare TV in the name of the original SV holder and refund the security
deposit amount to the person indemnifying the Oil Company.
Security deposit at prevailing rate shall be collected from the holder of the
equipment and fresh SV issued in his/her name.
In case of SV lost/misplaced, an undertaking for loss of SV to be submitted.
2. Person in possession of the cylinder/s and pressure regulator without
any connecting document:
Persons holding LPG equipment without any connecting document
(SV/DGCC), to submit undertaking and pay security deposit at prevailing
rate.
Transfer of connection due to death of SV Holder:
Next of kin to deposit original SV and produce copy of (i) death
Certificate and (ii) Legal heir certificate/NOC from other legal
heirs/undertaking as per standard format.
Fresh SV shall be issued in the name of the beneficiary on same deposit
as in original SV.
Change in name during lifetime of the customer:
transfer of the LPG connection within family (i.e. Father, Mother, Son,
Daughter, Brother, Sister) is permitted.
Registered customer to submit written consent in favour of the family
member. Family member in whose name the connection is being
transferred to indemnify the oil company against any claims on account
of such transfer – format available with distributor.
Original connection shall be terminated through TV. Fresh SV shall be
issued in the name of the beneficiary on same deposit as in original SV.
Note: All the above cases of regularization / name change should not be in
possession of LPG connection from PSU oil company and shall be required
to submit proof of Identity & address, KYC form, declaration. The SV shall
be prepared only after de-duplication check. - Portability
What is portability?
Portability is the option to a dissatisfied customer to shift to a distributor of her
choice- within a cluster of distributors of IndianOil, HPC and BPC. The option of
the customer to migrate results in keeping distributors on their toes and
thereby improved service to customers.
The customer needs to submit her application through the portal, which
automatically gets converted into a transfer process even without the consent
of the parent distributor. The customer can subsequently complete the
documentation at the new distributorship within the stipulated time. This
process does away with the need to physically approach the distributor with a
transfer request.
To register for Portability, the consumers need to do the following:
1. Visit www.mylpg.in and select her/his company.
2. Register themselves on the site if not registered already.
3. See the distributors available in the cluster and their star rating in terms of
refill delivery performance ( 5 Star- Excellent, 4 Star- Good, 3 star- Average,
2 Star- below Average and 1 star – Poor).
4. Choose the distributor of her/his Choice from the cluster.
5. The consumer will then receive an email confirming the registration and
advising details of procedure.
6. In case of Intra-Company (same company) portability request, consumer
has to just visit only the new distributor with copy of the email and get
enrolled.
7. In case of Inter-Company transfer, as the equipment is not compatible
across companies, consumer will need to visit the existing distributor and
surrender cylinder and pressure regulator, collect refund/ transfer
documents and then approach the chosen distributor for reconnection by
paying the same deposit as earlier.
8. No transfer fee or additional security deposit will be charged for transfer of
connection under portability scheme.

9. Proactive electronic tracking of the portability request with escalation matrix
and its closure is in place to ensure that a consumer does not have any
difficulty in moving to the distributor of his choice.

Eligibility criteria to avail connection under Ujjwala 2.0
- Applicant ( woman only) must have attained 18 years of age.
- There should not be any other LPG connection from any OMC in the same household.
- Adult woman belonging to any of the following categories – SC, ST, Pradhan Mantri Awas Yojana (Gramin), Most Backward Classes (MBC), Antyodaya Anna Yojana (AAY), Tea and Ex- Tea Garden tribes, Forest Dwellers, People residing in Islands and River Islands, enlisted under SECC Households (AHL TIN) or any Poor Household as per 14-point declaration.
Documents required
- Know Your Customer(KYC)
- Aadhaar Card of applicant as Proof of Identity and Proof of Address in case applicant is residing at the same address as mentioned in Aadhaar (not mandatory for Assam and Meghalaya).
- Ration Card issued by the State from which application is being made/ other State Govt. document certifying family composition/ Self-Declaration as per Annexure I (for migrant applicants)
- Aadhaar of beneficiary and adult family members appearing in document at Sl. 3.
- Bank Account Number and IFSC
- Supplementary KYC to support status of the family.
Applicants may apply to any distributor of her choice either by submitting application at the distributor or by submitting a request through Online Portal.
- LPG installation Safety Tips
DISCONNECTING CYLINDER :
Put out all the flames and fires in the kitchen/ room
Close all the taps on the burner.
Turn the switch knob of the regulator from ‘ON’ position to ‘OFF’ position.
Grip the regulator and pull the bush (black plastic locking ring) up and lift the
regulator by giving a gentle swivel. Regulator will thus get detached from the
valve.
Place the safety cap on top of the valve. Press the cap firmly down until a
distinct click is heard. Now the empty cylinder can be removed.
CONNECTING CYLINDER :
To remove the safety cap, PULL the cord, and LIFT the cap off the valve.
To mount the regulator on the filled cylinder, carry out the following steps :
Ensure the switch knob of the regulator is in the ‘off’ position (‘Off’ letters
shown on top.
Grip the regulator and pull the black plastic bush up.
Place the regulator vertically on the valve and press it down with a gentle
swivel. Release the black plastic bush and press it down. (you may hear
a click sound).
The pressure regulator is now locked.
TO LIGHT THE BURNER :
Turn the switch knob anti-clockwise till it is in ‘O’ position. This opens the
valve on the LPG cylinder allowing the gas to pass through the regulator to
the stove.
HOLD a lighted matchstick near the burner head.
Turn the knob of the burner to ON position.
WHEN YOU HAVE FINISHED USING THE BURNER, TURN THE SWITCH KNOB
OF THE REGULATOR CLOCKWISE TO THE ‘OFF’ POSITION.
IF YOU SMELL GAS :
Ensure that BURNER KNOBS are in CLOSED position.
EXTINGUISH all fires and flames.
Do not light a match.
Switch OFF the pressure REGULATOR by turning the knob CLOCKWISE TO
THE ‘OFF’ POSITION.
Open all doors and windows.
If gas smell persists; call your Gas Distributor or the Emergency Service Cell.
Do not operate electrical switches, DETACH the regulator. Fix the Safety cap
on the valve.
Remove the cylinder to a safe and ventilated place. Do not bring any naked
flame or fire near the cylinder.
FEW SAFETY TIPS FOR COOKING GAS USERS
The use of Cooking Gas, calls for some simple and easy-to-observe safety
precautions which help to make your kitchen a “Safety Zone” in your home. So
the next time you use gas, don’t forget these “Safety tips”
Replace your Rubber Tube with ‘Suraksha’ LPG Hose. Suraksha hose is fire
retardant hence much safer and has life of 5 years.
Use cotton Apron while cooking.
Do not use lighted match stick to check gas leaks. An easy way is to place
your thumb on the cylinder valve for a few seconds, in case of profuse
leakage you can feel pressure of the leaking gas.
Soap solution can be used for checking bung/body leaks only.
A cylinder upright is a cylinder right.
Shelves or storage cabinets should not be placed above the hot plate –
reaching out for containers could cause accidents.
Strike match first, then open burner knob.
Smell gas? Close regulator and burner knobs. Open all doors and windows.
Put off all flames. Do not operate electric switches. Contact your distributor.
Retain safety cap with nylon thread attached to cylinder. Fix the cap on to
the valve to stop leak, if any.
Put off all flames including Pooja Lamps and Incense Sticks(Agarbatties)
before connecting/ disconnecting a cylinder. Do not operate Electric switches
/appliances.
Clothing is for wearing, not for Pan handling. Use only pot holders.
Never leave vessels unattended on burners in operation – the contents may
overflow, extinguish the flame and cause gas leakage.
Self repair is unsafe.
Always keep the Gas stove on a platform above the cylinder level. Never keep
cylinder in a pit below floor level.
Do not place cylinder inside an enclosed compartment.
Do not have curtains on the windows near gas stove.
Switch off the regulator every night before going to bed.
Your kitchen is not a playground – do not allow children to play near the LPG
installation.
Always keep ‘Suraksha’ hose uncovered and visible.
Do not allow direct draught inside the kitchen.
Get your LPG installation checked every two years.
Check the Suraksha Hose regularly and replace in case of cracks. Change it
before expiry date.
Always use an ISI marked hotplate and Suraksha hose / Rubber Tube.
