Gujarat Shramik Annapurna Scheme: A Full Meal for ₹5 for Construction Workers

Every morning, thousands of construction workers gather at labour points in Gujarat’s cities hoping for a day’s work, often with no time to cook. The Gujarat Shramik Annapurna Scheme serves them a full, hygienic meal for just ₹5, right where they look for work.

What is the scheme?

The Gujarat Shramik Annapurna Yojana is a meal welfare scheme of the Government of Gujarat. It is run by the Gujarat Building and Other Construction Workers’ Welfare Board (GBOCWWB) under the Labour, Skill Development and Employment Department, through meal centres at kadianaka (labour gathering points) and worksites.

Most construction workers in big cities come from rural areas. They reach the kadianaka early to find work and often get through the day on light snacks. The scheme aims to give them wholesome food at a concessional rate so they can stay healthy and work with dignity.

The scheme began as a pilot on 14 June 2017. In 2022-23, the Chief Minister cut the workers’ contribution from ₹10 to ₹5 per meal. The Board pays the rest of the cost, and the benefit is food, not cash.

Latest update: On 16 October 2026, Chief Minister Bhupendra Patel inaugurated 101 new meal centres in 28 districts under the Seva Sankalp Abhiyan. The scheme now runs 394 centres across all 34 districts of Gujarat.
