Gujarat Sagar Khedu Sarvangi Vikas Yojana (SSVY)
Life along the coast comes with problems that inland areas rarely face: salty soil, sea erosion, corroded power lines, migration, and weak public services. The Gujarat Sagar Khedu Sarvangi Vikas Yojana (SSVY) is the Government of Gujarat’s flagship integrated development programme for its coastal belt, known as Sagar Kantha. It was launched as a twelve-point programme with an outlay of ₹11,000 crore under the Eleventh Five-Year Plan, and it aims to improve the quality of life and Human Development Index of coastal areas, with special attention to fishermen.
Scheme at a Glance
- Coverage: About 3,000 villages in 38 coastal talukas across 13 districts, reaching nearly 60 lakh people
- Type: An area development programme, not a personal benefit scheme
- No cash or DBT: Residents receive no direct payments
- No application: Benefits reach people automatically as works are completed in their area
What the Scheme Covers
The programme focuses on capacity building and training, technology upgradation in traditional professions, wage and self-employment, education, health, drinking water, housing, salinity control, electrification, water conservation, and coastal security. Different departments run different components.
Water resources (Narmada, Water Resources, Water Supply and Kalpasar Department)
- Bandharas and tidal regulators
- Recharge tanks, spreading channels, check dams, and pond deepening
- Anti-sea erosion and irrigation works
Power (Energy and Petrochemicals Department, via GUVNL)
- New 66 kV substations in coastal areas
- Better distribution lines and modernised transmission lines
- New agricultural electricity connections for coastal farmers, mainly in PGVCL areas
Salt workers (Industries Commissionerate)
- Its general schemes for Agariyas also cover Sagarkhedu areas, including approach roads, drinking water, a mobile medical van, solar lights, housing, and education support for children
Key Benefits
- Wider irrigation and control of salinity, protecting fertile land from turning barren
- Conservation of drinking water near the sea and groundwater recharge
- Less migration from coastal areas
- Steady voltage and continuous power, with fewer motor burnouts, transformer failures, and power cuts
- Protection of crops from damage caused by power interruptions
- Faster handling of pending agricultural power connection applications
Covered Districts
Kutch, Ahmedabad, Jamnagar, Porbandar, Junagadh, Amreli, Bhavnagar, Anand, Bharuch, Surat, Navsari, Valsad, and Rajkot (38 talukas in total, as listed by the Water Resources Department).
Who Benefits?
There are no individual eligibility conditions. Residents of the notified coastal talukas benefit simply by living there. No age, income, caste, or occupation condition applies, though fishermen and coastal farmers get special focus.
Documents and Application
No documents are needed and no application, online or offline, is possible, since departments plan and carry out the works directly. There is no application window or last date.
For a related service, such as a new agricultural power connection, farmers should follow the normal procedure of the agency concerned (for example, PGVCL) and submit the documents it asks for.
