Standard Operating Procedure (SOP)
for VLEs in the UNICEF P2E Program
● Program Name: UNICEF P2E Program
● Objective: Mobilize 3.5 lakh youth (14-29 years) through CSC Academy’s VLE network
to enroll in Digital Productivity, Financial literacy and Bano Job Ready courses offered
by UNICEF.
● Program Timeline: October to December 2024
About the Program
The P2E (Passport to Earning) program is a collaborative initiative between UNICEF and CSC
Academy aimed at empowering youth in India by providing them with essential digital and
financial literacy skills. The program targets young individuals aged 14-29 years and seeks to
mobilize them through CSC Academy’s vast VLE (Village Level Entrepreneur) network to enroll
in specialized courses designed by UNICEF.
Objective of SOP: This SOP outlines the dos and don’ts for VLEs participating in the UNICEF
P2E program to ensure efficient program implementation, compliance with guidelines, and
maximization of payments based on genuine learner certifications.
Program Criteria
● Target Registration: Each selected VLE is allowed to register a maximum of 500
unique learners. These registrations are authenticated through Aadhaar and mobile
numbers, ensuring no duplication.
Do’s
1. Training and Awareness
○ Ensure participation in the CSC Academy training sessions focused on program
objectives, registration process, and incentives..
○ Mobilize youth in your region through outreach activities, ensuring that the target
group (youth aged 14-29) is informed about the program.
2. Registration and Authentication
○ Support youth through the P2E registration process, providing assistance where
needed.
○ Use the CSC Academy portal to complete Aadhaar authentication for each youth.
○ Once authenticated, make sure to redirect youth to the UNICEF portal for course
enrollment.
3. Follow Registration Limits:
○ Stick to the allotted target of 500 registrations per VLE.
○ Ensure the youth are between the ages of 14-29 years. At least 50% of learners
should be women/girls.
○ Verify registration with Aadhaar and mobile number to avoid duplicate
enrollments.
○ Maximum 10,000 registrations allowed from Uttar Pradesh state, under this
project.
4. Ensure Genuine Course Completion:
○ Guide learners through the course completion process on the UNICEF portal.
○ Regularly monitor the learner’s progress to ensure timely completion and
certification.
○ Only completed courses with valid certifications will qualify for VLE
payments.
5. Monitor Progress:
○ Use the VLE dashboard to track your progress, including the number of
registrations and certifications..
6. Be Transparent:
○ Provide correct information about the program to learners.
○ Ensure that each registration is legitimate and the learner has the intent to
complete the course.
7. Communicate with CSC Academy and UNICEF:
○ Report any issues with the registration or course completion process promptly.
○ Attend training and meetings conducted by CSC Academy to stay updated with
program guidelines and changes.
8. State-Level Cap:
○ Be mindful that registrations may stop once the overall state registration cap is
met. Stay informed about these limits through the portal.
9. Content Creation and Documentation:
○ Maintain a repository of GPS-based pictures from awareness and mobilization
drives. Create short video clips and collect news snippets of activities to be
published in the media. This documentation will be used to showcase program
impact, generate interest and can be used for quality audits by UNICEF.
Don’ts
1. Do Not Exceed Registration Limit:
○ Do not attempt to register more than 500 learners. Once this limit is reached,
further registrations will be automatically blocked.
○ Any user directly registered on UNICEF-P2E portal, without registering on CSC
portal with Aadhar Authentication, will not be considered for payment.
2. No Fake Registrations:
○ Avoid fake or duplicate registrations, as all data from the P2E portal will be
matched with certifications from the UNICEF portal. Invalid or unmatched
registrations will not be paid.
3. Don’t Expect Payment Without Certification:
○ Payments are processed only for learners who complete their courses and
receive certifications. No payment will be made for incomplete or dropped
courses.
○ Unique individuals completing at least one course will be considered for
payments. If a learner completes more than one course, it will be considered as
only one completion for payment.
4. Avoid Misleading Learners:
○ Do not provide incorrect or misleading information about the course or
registration process. Ensure the learner is aware of the steps they need to follow to
complete the course.
5. Do Not Share Aadhaar or Mobile Numbers:
○ Protect the privacy of the learner’s data. Do not share their Aadhaar or mobile
number with unauthorized parties or use it for other purposes.
6. Do Not Overlook Training:
○ Failing to attend training or remaining unaware of the latest program updates
could result in non-compliance or missed opportunities. Always engage in the
training and communication offered by CSC Academy.
Important Highlights
● Payment: Payments to VLEs will be based solely on verified course completions and
certifications, which are matched between the CSC Academy P2E portal and UNICEF
portal. VLE will not be eligible for payment for the learners who are not registered and
verified for successful completion on the CSC portal.
● Dashboard Access: VLEs can track their performance, including registrations and
payments, through their personalized dashboard.
● State and Individual Caps: Both state-level and individual VLE targets are capped.
Registration will close when these caps are reached.
Consequences for Non-Compliance: Failure to adhere to the above guidelines may result in:
● First Violation: A written warning will be issued.
● Second Violation: Suspension from the program for a specified period.
● Third Violation: Permanent removal from the UNICEF P2E program, along with
possible financial penalties.
