West Bengal Swami Vivekananda Merit Scholarship Scheme: Tuition Support for Top Students at Premier Institutions

Getting into a top university is hard enough. Paying for it can be harder. The West Bengal Swami Vivekananda Merit Scholarship Scheme (SVMS) is meant to help meritorious students from the state who win admission to leading institutions in India and abroad, by paying all or most of their tuition fees. It was launched on 5 September 2026 by the Higher Education Department, Government of West Bengal.

Is it the same as the older scholarship?

No. The new SVMS is different from the existing Swami Vivekananda Merit-cum-Means Scholarship (SVMCM). SVMS is for students securing fresh admission from 2026-27 onwards to eligible premier institutions for undergraduate or Master’s programmes. Admissions made before 2026-27 are not eligible.

What the scheme offers

The amount depends on where you study.

Studying in India (Domestic Component):

  1. 100% of approved tuition fees for Institutions of National Importance, Public Institutions of Eminence, and eligible institutions ranked in the NIRF Overall Top 10
  2. 90% of approved tuition fees for institutions ranked 11 to 25 in NIRF Overall
  3. 75% of approved tuition fees for institutions ranked 26 to 50 in NIRF Overall

Studying abroad (International Component): 100% of approved tuition fees, plus mandatory health insurance, for students admitted to universities in the QS World University Rankings 2027 Overall Top 100.

What “approved tuition” means

Only compulsory tuition fees are covered. Hostel, mess, refundable deposits, caution money, travel, books, laptops, equipment, optional charges and living expenses are not. Health insurance support is available only for the International Component.

Other rules about the money

  1. The QS or NIRF ranking that applies is fixed on the date of admission and stays frozen for the student’s whole tenure.
  2. Assistance can be paid as a DBT reimbursement to the student or as direct payment to the institution. You state a preference in the workbook, but the Competent Authority decides the actual mode.
  3. Any other central, state or institutional scholarship, waiver or concession for the same course is adjusted against the SVMS amount.
  4. Continuation depends on enrolment, satisfactory academic standing and the original programme duration.
  5. The scholarship is available only once in a student’s lifetime.

Who is eligible

  1. The applicant must be ordinarily resident in West Bengal.
  2. The applicant must have passed Class X or Class XII in regular mode from a recognised school in West Bengal.
  3. At least one parent or guardian must be an elector in West Bengal. An orphan applicant can meet this condition personally.
  4. The student must have secured fresh admission from 2026-27 onwards.
  5. The programme must be full-time and regular. Distance, part-time and online programmes do not qualify.
  6. The student must not have received SVMS assistance before.

For the Domestic Component, the institution must be an Institution of National Importance, a Public Institution of Eminence, or a government or government-aided institution ranked within the NIRF Overall Top 50 and recognised by the relevant statutory body. Admission must be through the prescribed national entrance examination or a merit-based process. Private institutions in India are not eligible, even if they rank highly in NIRF or hold private Institution of Eminence status.

For the International Component, the institution must be outside India and be in the Top 100 of the latest QS Overall World University Rankings on the date of admission. The programme must be full-time and residential. Subject-specific QS rankings do not count.

An important overlap rule: at the undergraduate level, a student can receive assistance under only one of SVMS or the Bhagini Nivedita Uchchashiksha Britti, not both. The source’s FAQ asks whether a student who received Bhagini Nivedita help for UG can apply for SVMS for a Master’s, but it does not give the answer, so ask the department before you assume either way.

The application is open, but it works differently

Applications for 2026-27 are open under Notification No. 336-(T)10M-15/2026 dated 9 September 2026. There is no web form. Instead, you download the official data-capture workbook, fill it in offline, and e-mail it with your documents to svms@wb.gov.in. Complete one workbook per student. Submitting the workbook does not guarantee the scholarship, because sanction rests with the Competent Authority.

The source does not give a last date to apply, so check the official page and do not leave it late. The department may also introduce a portal later and may change the page address, so confirm the current access details before you start.

Documents with every first application

Prepare each as a separate PDF:

  1. Offer letter or admission proof
  2. Valid West Bengal residence proof
  3. Class X or Class XII pass certificate or marksheet
  4. EPIC or voter proof of the parent or guardian (or of the student, if an orphan)
  5. Official tuition fee demand or fee structure
  6. Aadhaar or another prescribed photo ID
  7. Completed Annexure-III undertaking
  8. Cancelled cheque, passbook first page or bank letter with account and IFSC details, if you choose DBT

Depending on your case, you may also need a health insurance schedule or premium invoice (international applications), proof of any other scholarship or waiver for the same course, foreign bank and payment documents for international direct payment, or bank details of an Indian host institution for domestic direct payment. Later in the scheme you will need payment proof for reimbursement claims and proof of continued enrolment.

How to fill the workbook

  1. Download the blank SVMS Data-Capture Template for AY 2026-27 and the Template Filling Manual and Document List from the official SVMS page of the Higher Education Department only. Do not use a copy from anywhere else.
  2. Open it in Microsoft Excel, WPS Office or LibreOffice Calc and enable editing.
  3. Type only in the yellow input cells on the 02_MasterData sheet. Grey cells are calculated, so do not overwrite them.
  4. Fill in the applicant, education, parent or elector, admission, fee, bank and declaration details.
  5. Choose the institution in this order: Component, then Country, then State or UT (for an Indian institution), then Institution. If a drop-down looks empty, press F9 and reopen the list.
  6. Check that category, rank, ranking year and support band fill in automatically.
  7. On the 13_Documents sheet, mark the status of every row. A mandatory row cannot stay marked “Not available”.
  8. On the 04_AnnexIII_Undertaking sheet, set every clause to Yes and enter the place and date.
  9. Check that Eligibility reads ELIGIBLE, the Error Log shows 0 errors and the document checklist reads COMPLETE.
  10. On the 01_ControlPanel sheet, confirm it reads READY TO SUBMIT. Do not send a file that still reads NOT READY.

Later sheets (continuation, reimbursement, direct payment, change or withdrawal) are filled only when those events actually happen.

How to send it

  1. Scan each document as a separate PDF named SVMS_<TXN><DOC-xx><SURNAME-GIVENNAME>_<YYYYMMDD>.pdf, using only letters, digits, hyphens and underscores, with no spaces.
  2. E-mail the completed workbook and all the PDFs to svms@wb.gov.in, one student per e-mail, within the roughly 20 MB mailbox limit.
  3. If the attachments are too large, send a second e-mail with the same subject line followed by |PART2 after the date token, listing which document codes are in which part.
  4. Keep the e-mail body to the prescribed six lines: scheme, transaction, applicant, institution, Control Panel status and attachments.
  5. Do not password-lock the workbook, do not send a photo of the spreadsheet instead of the Excel file, and do not place scans inside the workbook.

The subject line must be exact

The subject line is read automatically, so one mistake can mean your mail is not treated as filed. It is a single line of tokens separated by pipes, with no spaces around the pipes, in this order:

SVMS|TXN|COMP|LVL|DIST|NAME|INST|APPID|YYYYMMDD

  1. TXN: APPL for a first application (later: CONT, REIMB, DPAY, CHG, WTH, UPD or QRY)
  2. COMP: INT for International or DOM for Domestic
  3. LVL: UG for undergraduate or PG for Master’s
  4. DIST: your district of residence in capitals, with hyphens instead of spaces
  5. NAME: SURNAME-GIVENNAME in capitals, without a title
  6. INST: institution short name in capitals, hyphens instead of spaces, under 30 characters
  7. APPID: NA on the first mail, then the allotted Application ID in every later mail
  8. YYYYMMDD: the date of the mail

Example: SVMS|APPL|DOM|UG|KOLKATA|BANERJEE-ARITRA|IIT-KHARAGPUR|NA|20261005

Mails that do not parse go to an exception folder and are not treated as filed until a corrected subject is received.

After you apply

Quote the same subject line when writing about the same application. Once an Application or Scholar ID is allotted, use it in every later mail. To ask about an application, use QRY with your Application ID. To send a correction, send an UPD mail with the full corrected workbook, not only the changed part.

A serious warning

A false statement, a suppressed fact or a fabricated document can lead to cancellation, recovery with interest, debarment for five years and legal proceedings.

Where to get help
