Uttar Pradesh Mukhyamantri Shikshak Cashless Chikitsa Yojana: Cashless Treatment up to ₹5 Lakh for Teachers and Education Staff

A teacher spends years looking after other people’s children. When a serious illness or accident strikes their own family, the hospital bill should not be the first thing to worry about. The Mukhyamantri Shikshak Cashless Chikitsa Yojana, launched by the Uttar Pradesh Government on 8 July 2026, offers teachers and education staff cashless hospital treatment for themselves and their dependent family members.

What the scheme offers

Eligible beneficiaries and their dependants can get cashless hospitalisation worth up to ₹5 lakh per family per year, at government hospitals and at private hospitals empanelled by the State Agency for Comprehensive Health and Integrated Services (SACHIS). Treatment is provided at package rates approved under Ayushman Bharat and the National Health Authority. You do not have to arrange money in advance for approved hospitalisation expenses, and you are identified at the hospital through a Cashless Health Card.

Extra insurance cover

Through an MoU with Punjab National Bank, the Higher Education Department has also arranged additional social security benefits for teachers and employees:

  1. Personal accident insurance of up to ₹1.50 crore if a beneficiary dies in an accident
  2. Air accident insurance of up to ₹3 crore if a beneficiary dies in an air crash
  3. Hospital cash benefit of up to ₹60,000 during hospitalisation
  4. Term life insurance of up to ₹12 lakh

The scheme summary presents these as benefits of the MoU signed by the Higher Education Department. It does not state clearly whether they apply to teachers in the Basic and Secondary departments as well, so check with your department before counting on them.

Who is covered

Each of the three education departments notifies its own list.

Basic Education Department: teachers in Basic Education Council schools, including aided and self-financed recognised schools, Shiksha Mitras, instructors (Anudeshak), Special Teachers (CWSN), part-time and full-time teachers and wardens of Kasturba Gandhi Balika Vidyalayas, and PM Poshan cooks.

Secondary Education Department: teachers of self-financed and aided schools recognised by the Madhyamik Shiksha Parishad, honorarium-based (Mandeya) teachers of aided schools, vocational education subject specialists in aided and government schools, and teachers (including Mandeya teachers) of aided and self-financed schools recognised by the Sanskrit Shiksha Parishad.

Higher Education Department: teachers and non-teaching staff of government degree colleges and aided non-government degree colleges, officers and employees of the department, and other personnel permitted under the Government Order.

Dependent family members of all these beneficiaries are covered as per the prescribed rules.

Who is not eligible

People already covered under Ayushman Bharat PM-JAY, under Mukhyamantri Jan Arogya Abhiyan, or under any other government-funded health insurance scheme cannot receive benefits under this one.

Choose the right portal first

This is the most important practical point. Each department has its own registration portal and its own approving authority:

  1. Basic Education: cmtcts.upsdc.gov.in
  2. Secondary Education: mcmtcts.upsdc.gov.in
  3. Higher Education: hcmtcts.upsdc.gov.in

An application filed on the wrong portal will not reach the correct verifying authority, so confirm which department you belong to before you begin.

Documents to keep ready

The same list applies on all three portals: your Aadhaar card, employee ID or service details, a mobile number linked to Aadhaar, photographs of you and your dependants, a disability certificate if applicable, family details for dependants, and any additional documents your department or SACHIS asks for. Exact requirements can vary by category.

How to apply: Basic and Secondary Education

Applications are online only, and there is no offline mode.

  1. Open your department’s portal.
  2. Click Apply for Shikshak Cashless Chikitsa Card Yojana.
  3. Enter your registered mobile number and the captcha, then click Proceed and enter the OTP you receive.
  4. Fill in the form, including office details, personal information and Aadhaar-related details.
  5. Review it, enter the captcha and click Save and Next.
  6. Check the preview. If you want to add dependants, select Yes and enter their details.
  7. Review everything again and submit it for verification.

If you spot a mistake, you can log in and correct the application. Once the authorities verify it, your Cashless Health Card is generated and can be downloaded.

A note for secondary school teachers: the process document currently on the Secondary Education portal is the Basic Education version and names the Basic portal and BEO/BSA approval. Apply on mcmtcts.upsdc.gov.in and follow the instructions shown on that portal.

How to apply: Higher Education

Here applications go through two stages of approval.

  1. Visit hcmtcts.upsdc.gov.in and log in with your Aadhaar-linked mobile number and OTP.
  2. Enter your details and save the application.
  3. Review it, using Edit Application for any corrections.
  4. Select Yes for Add Dependents and click Save & Next, or select No if you have none. Add each dependant’s details, including photograph and Aadhaar.
  5. Click Submit Application, then print it or save the PDF.
  6. The application goes to the college Principal for verification, then to the University Registrar.
  7. When it is approved, you get an SMS asking you to complete e-KYC and download your card.

If the Registrar returns your application with remarks, click Edit Application, make the changes asked for, and re-submit it.

Checking your status

On your department’s portal, click Check Status, enter your Aadhaar number and the captcha, and submit. Your current status appears on screen.

Downloading the Health Card

You must complete e-KYC before you can download the card. On your department’s portal, click Complete e-KYC and Download Your Card, which takes you to the Ayushman Bharat (PMJAY) beneficiary portal. Log in with your registered mobile number and OTP, and complete the e-KYC. Select Mukhyamantri Shikshak Cashless Chikitsa Yojana as the Sub Scheme, and finish Aadhaar authentication. Then log in again, find your name in the beneficiary list and click Download Card. Save the PDF and keep a printed copy for use at empanelled hospitals.

Questions the source does not answer

The source lists, but does not answer, whether there is a last date for registering. The information given mentions no deadline, so check your department’s portal. It also does not say how to find empanelled hospitals beyond mentioning an empanelled hospitals list among the relevant links, so look for that list on the official site and check with the hospital before admission.

Where to get help

Call the helpline on 1800-1800-4444 or 14555, or write to support.sects@sachis.in. The postal address is Chief Executive Officer, Ayushman Bharat (SACHIS), 4th Floor, Navchetna Kendra, 10 Ashok Marg, Hazratganj, Lucknow, Uttar Pradesh, 226001.
