Rajasthan Social Security Investment Promotion Scheme: Fee Waivers and Tax Relief for NGOs and Trusts Serving the Vulnerable

Many of the people who look after the most vulnerable members of society are small organisations: a trust running a shelter home, a society running a de-addiction centre, a non-profit company running a special school. They often spend a large share of their limited funds on land charges, approval fees and stamp duty before they can help a single person. The Rajasthan Social Security Investment Promotion Scheme (SSIPS) cuts those costs. The state treats investment in the social sector as just as important as industrial investment, and it offers similar concessions.

This scheme is not for individuals

SSIPS gives no cash to individuals, and a person cannot apply for it. It supports institutions: NGOs, trusts, societies and non-profit companies. The benefits are exemptions and concessions, not direct cash transfers. If you are an individual looking for help, the Social Justice and Empowerment Department also runs pension schemes, which I mention at the end.

How the scheme began

The Finance (Revenue) Department issued the Social Security Investment Promotion Scheme, 2021 (SSIPS-2021) on 22 April 2021. The Social Justice and Empowerment Department is the administrative department.

Whom the institutions must serve

The aim is to encourage recognised non-profits working for children, women, persons with disabilities, beggars and destitute persons, homeless persons, senior citizens, transgender persons, persons affected by drug addiction, and persons living with HIV/AIDS. The scheme supports shelter homes, day-care centres, de-addiction centres, special schools, helplines and similar services.

What an institution can get

  1. 100% exemption on land-use conversion charges
  2. 100% exemption on lease premium on allotted land
  3. 100% exemption on regulatory fees
  4. 100% exemption on building plan approval fees
  5. 100% exemption on stamp duty
  6. Exemption from stamp duty and registration fee when someone donates immovable property to the institution
  7. 100% reimbursement of SGST on purchases of non-consumable goods and capital items
  8. An interest subsidy
  9. 100% exemption on Motor Vehicle Tax for vehicles registered in the institution’s name
  10. A Customised Package with extra benefits for larger institutions

Other features: an institution working in more than one welfare sector can get separate benefits for each sector, and it remains free to take grants from the Central Government, the State Government and other sources. The state has announced a ₹100 crore fund for the scheme, and departments will appoint grievance redressal officers.

A number to check: the interest subsidy

The source gives two different figures. The introduction says an interest subsidy of up to 6% for three years. The benefits section says up to 8% for 5 years. Do not rely on either until you confirm the current figure with the department or in the guidelines.

Also, the source mentions a proposed Capital and Revenue Grant (as part of the Customised Package) and a proposed free lease renewal for institutions that worked before SSIPS-2021 and received land on a free lease. These are described as “proposed”, so they may not be available yet.

Who is eligible

  1. A non-profit voluntary institution working for deprived sections or other social causes in Rajasthan
  2. Registered as a Society, Trust or social-sector Company for at least 3 years
  3. A minimum capital investment of ₹50 lakh, or operations for at least 25 beneficiaries
  4. Working in at least one of the permitted activities

The institution must also:

  1. Be registered under Section 12A of the Income Tax Act, 1961
  2. Be registered on the NITI Aayog Darpan Portal
  3. Hold FCRA registration, if it receives foreign contributions
  4. Have audited accounts, balance sheets and annual reports for the last 3 financial years
  5. Declare that it has not been blacklisted or declared a defaulter by the Central or State Government

There is a relaxation: institutions already registered or authorised by the state government under the relevant Acts or Rules for social sector work do not need to submit some of these documents with the application.

Who cannot get the benefit

Institutions that are blacklisted or declared defaulters, that do not follow the applicable laws, rules or state guidelines, or that are found guilty of false information or serious irregularities. Such institutions may be blacklisted and lose future benefits.

Documents

The list is long, and what you need depends on the concession you are claiming. The core documents include:

  1. Registration and latest renewal certificate
  2. CA-audited accounts for the last three financial years, and annual reports for the same years
  3. Section 12A registration certificate
  4. Darpan Portal registration
  5. The institution’s PAN card
  6. Governing body details and bye-laws
  7. FCRA certificate, if applicable
  8. The declaration that the institution is not blacklisted, debarred or declared a defaulter

For specific concessions, you may also need a buyer-seller agreement, immovable property documents in the institution’s name, equipment purchase bills, a loan sanction letter, a declaration that the loan’s objectives were fulfilled, vehicle booking documents or RC, land documents, lease renewal documents, and documents for the project for disadvantaged sections. Different documents apply for the ₹50 lakh to under ₹1 crore limit, the ₹1 crore to under ₹3 crore limit, and the Customised Package.

Keep the documents for the specific concessions you want ready before you apply.

The Customised Package

Institutions with a capital investment of at least ₹3 crore, or working for at least 50 beneficiaries, can seek a Customised Package with additional benefits. These applications go to the High Powered Committee, headed by the Chief Secretary.

How to apply

  1. Visit the Rajasthan SSO portal and log in with your SSO ID, registering first if needed.
  2. Search for the Rajasthan Social Security Investment Promotion Scheme in the scheme list.
  3. Fill in the applicant details: contact information, social and economic category, district and designation.
  4. Enter the institution’s name, constitution type (Company, Society or Trust) and registration details.
  5. Attach the registration documents and supporting evidence the portal asks for.
  6. Review, submit, and save the acknowledgement.

The source gives no application deadline, and applications go to a committee that meets quarterly, so submit early to be considered at the next meeting.

What happens after you apply

  1. The Empowered Committee, headed by the Principal Secretary or Secretary of the Social Justice and Empowerment Department, checks your application every quarter.
  2. If you are eligible, it issues an Entitlement Certificate in Form-B and informs you and the competent authority through the portal.
  3. If you are not eligible, the portal tells you the reasons.
  4. The competent authority of the concerned department then gives each concession on the basis of the Entitlement Certificate.
  5. If you disagree with the Empowered Committee’s decision, you can appeal to the High Powered Committee.

Note that the certificate does not give the concession by itself. You still go to the relevant department, such as the revenue or transport office, to have it applied.

Rules to keep the benefits

  1. Follow all applicable laws, rules and state guidelines, or the government can withdraw the benefits.
  2. Give correct and complete information.
  3. For false information or serious irregularities, the Empowered Committee can cancel the benefits, the department recovers what was given with 12% annual interest, and the institution can be blacklisted from future benefits.
  4. The Finance Department has the final say on interpreting the scheme.

Questions the source does not answer

It lists a question about the minimum investment, which the eligibility rules answer (₹50 lakh capital or 25 beneficiaries). It asks whether SSIPS is a DBT scheme, and the answer is no: it provides institutional concessions, not direct transfers.
