Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY)

Indian farmers face unpredictable rainfall, rising costs, limited irrigation, and a need for better technology. PM-RKVY is an umbrella scheme of the Department of Agriculture and Farmers Welfare that lets states fund the agricultural activities that matter most locally. The Rashtriya Krishi Vikas Yojana (RKVY), first launched in 2007-08, was restructured into PM-RKVY, approved by the Union Cabinet on 3 October 2024.

PM-RKVY does not offer one fixed subsidy to every farmer. Benefits depend on the component, your category, the approved activity, and your state’s rules.

The Nine Components

  1. Soil Health Management: better soil management and balanced nutrient use
  2. Rainfed Area Development: integrated farming in rain-dependent areas
  3. Agroforestry: integrating trees with crops for sustainable land use
  4. Paramparagat Krishi Vikas Yojana (PKVY): organic farming support
  5. Agricultural Mechanization, including Crop Residue Management: machinery, hiring facilities, and stubble management
  6. Per Drop More Crop (PDMC): drip and sprinkler irrigation
  7. Crop Diversification Programme: moving from traditional cropping patterns to alternative crops
  8. RKVY DPR Component: agricultural projects prepared through Detailed Project Reports
  9. Accelerator Fund for Agri-Startups: support for agricultural startups

Key Benefits (Selected Components)

Component Assistance
Per Drop More Crop (PDMC) 55% of the prescribed cost for small and marginal farmers; 45% for others
PKVY (organic farming) ₹31,500 per hectare over three years, including ₹15,000 per hectare by DBT for eligible organic inputs
Farm machinery (SMAM) Generally 40% to 50% of machine cost, depending on category
Custom Hiring Centres (SMAM) 40% of approved project cost, for eligible projects up to ₹250 lakh
Farm Machinery Banks (SMAM) Generally 80%; up to 95% in North-Eastern states
Crop Residue Management 50% for eligible individual farmers’ machinery; 80% for eligible Custom Hiring Centres of specified organisations
Agri-startups Up to ₹5 lakh at idea or pre-seed stage; up to ₹25 lakh at seed stage

These are not a universal package. Sanctioned amounts depend on eligible costs, limits, state rules, and approval.

Who Can Benefit?

There is no single age, income, or document rule. Depending on the component:

  • Farmers, including small and marginal, women, SC, and ST farmers

  • SC or ST certificate, for category-specific benefits

How to Apply

There is no single national portal or common deadline. The route depends on your state and component.

  1. Contact your State Agriculture or Horticulture Department, District Agriculture Officer, or block agriculture office to learn which components are available in your area.
  2. Choose the component that fits your need, and confirm eligibility, subsidy rate, and dates.
  3. Apply online through your state’s agriculture portal if it accepts applications that way. Menu names vary by state.
  4. Fill in the form and upload documents, checking every entry.
  5. Or apply offline if your component requires a physical application, and keep the acknowledgement.
  6. Track your status as the state department instructs. Documents, land, or the proposed activity may be verified before approval.
  7. For agri-startup funding, watch the RKVY agri-startup programme website and participating incubators, and apply only when an incubator opens a round.
