Nagaland General Household (GHH) Scheme: 5 kg of Rice per Person for Families Outside NFSA
Not every family in Nagaland is covered by the National Food Security Act (NFSA). The Nagaland General Household (GHH) Scheme fills that gap by supplying 5 kg of rice per person through the Public Distribution System (PDS) at a government-approved rate.
What is the scheme?
The GHH Scheme is a food-grain scheme of the Department of Food & Civil Supplies, Government of Nagaland. It was formally launched on 14 October 2026 at the Directorate of Food & Civil Supplies, Dimapur, by K. T. Sukhalu, Advisor for Food & Civil Supplies.
In Nagaland, NFSA covers only Antyodaya Anna Yojana (AAY) and Priority Household (PHH) families, about 70.95% of the population as per Census 2011. The remaining 29.05% stay outside it. The GHH Scheme gives these households, especially families with an annual income of ₹2.5 lakh or above, regular access to rice.
It runs through the state’s Tide Over Allocation system, which distributes additional rice beyond the regular TPDS allocation. The department also keeps a buffer stock for emergencies such as fire, flood, landslide and drought, and for festivals.
