Maharashtra Bharat Ratna Dr. Babasaheb Ambedkar Swadhar Yojana: Up to ₹80,000 a Year for SC and Neo-Buddhist Students Who Miss a Government Hostel Seat
Government hostels in Maharashtra are in short supply, and many students who qualify never get a seat. For a Scheduled Caste or Neo-Buddhist student from a small town, that can mean renting a room and paying for food in an expensive city on a very tight budget. The Bharat Ratna Dr. Babasaheb Ambedkar Swadhar Yojana, run by the Social Justice and Special Assistance Department, steps in with money for food, accommodation and subsistence when a hostel seat is not available.
This is the SC and Neo-Buddhist counterpart of the Pandit Deendayal Upadhyay Swayam Yojana, which I covered earlier for ST students. The rates and structure are the same, but the eligibility rules and the application portal are different.
The recent increase
On 6 October 2026, the Maharashtra Cabinet, chaired by Chief Minister Devendra Fadnavis, approved higher rates. Total assistance rises from the earlier ₹38,000 to ₹60,000 range to a new ₹50,000 to ₹80,000 range, covering two semesters or 10 months. The educational materials allowance has also gone up:
- Medical and engineering students: from ₹5,000 to ₹8,000 a year
- Students in other eligible courses: from ₹2,000 to ₹4,000 a year
An important gap: the source lists, without answering, from which academic year the revised amounts will apply. Ask the helpline or your college before you plan around the new figures.
What you receive, by location of your college
- Mumbai City, Mumbai Suburban, Navi Mumbai, Thane, Pune, Pimpri-Chinchwad and Nagpur: ₹80,000 (₹42,000 food, ₹28,000 accommodation, ₹10,000 subsistence)
- Other divisional cities and remaining C-class municipal corporation areas: ₹68,000 (₹37,000 food, ₹21,000 accommodation, ₹10,000 subsistence)
- Other districts and institutions within 5 km of municipal corporation limits: ₹57,000 (₹32,000 food, ₹17,000 accommodation, ₹8,000 subsistence)
- Taluka-level areas: ₹50,000 (₹30,000 food, ₹13,000 accommodation, ₹7,000 subsistence)
The money goes into your Aadhaar-linked bank account by Direct Benefit Transfer.
Who is eligible
- The student belongs to the Scheduled Caste or Neo-Buddhist category, with a valid caste certificate, and is a resident of Maharashtra. Transgender students from the SC category are also eligible.
- The student was eligible for a government hostel, applied for one, and did not get a seat because of lack of capacity. The student must also have named Swadhar Yojana as an option on the hostel application.
- Family income is at most ₹2.50 lakh a year. The source says this limit moves in line with the Centre’s post-matric scholarship income ceiling.
- The student is in Class 11 or 12, or in higher education after that, in a full-time course of at least two years that is itself eligible for government hostel admission.
- The student is not a local resident of the city, municipal area or taluka where the college is, including colleges within 5 km of a municipal corporation boundary.
- The student scored at least 50% (or an equivalent grade or CGPA) in the immediately preceding academic year.
- The student’s Aadhaar is linked to an account in a nationalised or scheduled bank.
- The student is not older than 30 and can claim the benefit for at most 7 years, or 8 years for a professional course.
Reservations: Divyang students from the SC and Neo-Buddhist categories get 3% reservation, with a disability certificate of over 40% from the District Civil Surgeon and a separate merit list at a 40% qualifying mark. Women get 30% horizontal reservation.
Who cannot get the benefit
- A student who holds a government hostel seat and gives it up to claim Swadhar
- A student who already used the benefit for a degree or postgraduate course in one branch and joins another branch’s degree or postgraduate course
- A student who finishes a professional course and then joins a non-professional degree or postgraduate course, such as an engineering graduate joining an M.A.
- A student who is employed or runs a business
- A student in a part-time, distance, external or job-linked executive course
- A student who gets an ATKT or backlog a second time in the same course
- A student who simultaneously uses a government hostel seat or the Vidyavetan Yojana stipend
Documents
- Caste certificate (Scheduled Caste or Neo-Buddhist)
- Aadhaar card linked to a nationalised or scheduled bank account
- A notarised affidavit that you live on rent and are not a local resident
- A self-declaration that the information is true
- A certificate that you have not taken admission in any government hostel
- Rent receipt and rent agreement
- Proof of admission to your college
- Marksheet of the previous qualifying examination showing the required marks or CGPA
- Income certificate
- Maharashtra domicile or residence proof
How to apply
Applications go through the Hostel Management and Swadhar (HMAS) portal:
- Register with a username, password, mobile number and email ID, verifying with OTP and captcha.
- Log in, then complete Aadhaar authentication with an OTP.
- Select the application details: category, caste, income, college district and taluka, service type, academic year and application type.
- Enter your personal details (marital status, parent or orphan details, caste certificate and domicile), then your current and permanent address, then your parents’ details.
- Enter your current course details, then your previous education details, including any education gap.
- Answer the questions on maintenance allowance, disability, previous government hostel admission and course availability in your district.
- Enter bank details and upload the passbook, then upload and check all documents.
- Preview the application, accept the declaration and proceed to payment. The source mentions a payment step but does not give an amount, so check the portal for any fee.
- Track your status afterwards, and download your application form and payment receipt from the application-status section.
Keeping the benefit year after year
- Pass each academic year. If you fail, no Swadhar assistance is paid for the failed period, and it can resume after you pass.
- Keep at least 75% attendance and submit a quarterly attendance certificate from your institution to get the next quarter’s payment.
- Submit each semester’s result to the Grihapal within 15 days of the result.
- Keep up satisfactory progress, discipline and conduct.
- You get only one exemption for an ATKT or backlog across the whole course. A second one ends eligibility.
- Do not take a job or business, and do not switch to a part-time, distance, external or job-linked course.
- You may take an education break only once, and only if it does not exceed 2 years, while staying within the age limit.
Please take the last point on misuse seriously: drawing the benefit without attending classes, without academic progress, or while working leads to recovery of the amount with 12% interest and possible legal action.
If you are from another category
ST students can apply under the Pandit Deendayal Upadhyay Swayam Yojana. OBC, Vimukta Jati, Nomadic Tribes and Special Backward Class students can apply under the Gyan Jyoti Savitribai Phule Aadhaar Yojana.
