Khadi Gramodyog Vikas Yojana (KGVY)
Khadi and village industries have long given work to artisans and rural families across India, but many of them still lack workspaces, tools, credit, and training. The Khadi Gramodyog Vikas Yojana (KGVY), introduced in November 2019, brings support for the Khadi sector and village industries under one Central Sector Scheme. It is implemented by the Khadi and Village Industries Commission (KVIC) under the Ministry of MSME, Government of India, working with State and UT Khadi and Village Industries Boards (KVIBs), Khadi institutions, and banks.
Latest Update
No all-India application window for Gramodyog Vikas Yojana (GVY) training and toolkits was identified in the official information reviewed for October 2026. Applications are invited periodically by KVIC State and Divisional Offices, so confirm with your nearest office whether applications are open. From 1 April 2025, the spinning wage rose to ₹15 per hank and weaving wages rose by 20%.
Components of KGVY
- Khadi Vikas Yojana (KVY): supports cotton, woollen, silk, and Polyvastra Khadi through artisan incentives, concessional credit, worksheds, infrastructure, sales outlet renovation, quality assurance, and marketing.
- Gramodyog Vikas Yojana (GVY): promotes village industries through skill training, machinery, toolkits, and technology support.
- Khadi Grant: covers KVIC’s own establishment expenses.
Key Benefits
- Workshed assistance: up to ₹1.20 lakh for an individual artisan, or up to ₹80,000 per artisan for groups of 5 to 15
- Concessional credit: working-capital loans at an effective interest rate of 4% for eligible Khadi institutions under the ISEC scheme
- Market Development Assistance: the artisan share is generally 35% for cotton, wool, and Polyvastra Khadi and 30% for silk Khadi
- Institution support: up to ₹15 lakh for weak Khadi institutions and up to ₹25 lakh for renovating Khadi sales outlets
- Free skill training with machinery or toolkits under GVY
- Marketing and quality support: Khadi Mark certification, exhibitions, and marketing assistance
- Social security links: PMJJBY and PMSBY
Benefits depend on eligibility, the component’s guidelines, approval, and fund availability.
Training and Toolkits Under GVY
Training is offered in trades such as:
- Beekeeping (Honey Mission) with bee boxes and equipment
- Pottery (Kumhar Sashaktikaran) with electric potter wheels
- Agarbatti-making and sewing
- Leatherwork and footwear
- Carpentry and waste-wood craft
- Agro-based and food processing
- Electrician and plumbing services
- AC repair, mobile repair, and other rural services
Duration varies by programme. A State Office notice from August 2024 listed programmes of 10 to 20 days, with beneficiary contributions specific to that programme, so don’t assume the same rates apply nationwide.
Who Can Apply?
For GVY training and toolkits
- Rural artisans and unemployed youth aged 18 to 55
- Preference may go to SC/ST applicants, women, and BPL households
For KVY benefits
- Khadi artisans should generally be associated with an eligible Khadi institution or KVIB
- Institutions must meet KVIC or KVIB registration, certification, and approval requirements
- For workshed assistance, an artisan generally needs at least 100 days of work in a year and must meet the land ownership or allotment conditions
- Applicants who have already received similar assistance, particularly workshed support, may not qualify
Documents That May Be Needed
There is no uniform national checklist, so confirm the exact list with your KVIC office.
- Application form prescribed by the KVIC office
- Aadhaar or another accepted ID, plus proof of address and age
- Passport-size photographs, if required
- Education and work experience details, where applicable
- Caste or BPL certificate, if claiming a priority category

How to Apply

- Check the KVIC website and the GVY Training page for current announcements.
- Get the form and read the notice carefully, if applications are open.
- Submit it to the office named in the notice, before the closing date, using the method that office specifies. There is no single nationwide online application for individual GVY beneficiaries.

- Receive your certificate and toolkit. Any beneficiary contribution depends on the programme.
