Mandatory Training of BCs/ BFs

About BIRD, Lucknow

Bankers Institute of Rural Development (BIRD), a National level Premier Training
Institution was established by National Bank for Agriculture and Rural Development
(NABARD) in 1983 to strengthen the Rural Financial Institutions through training and
capacity building, research, and consultancy, etc. particularly in the areas of agriculture,
rural development, rural development banking, micro finance, financial inclusion, etc.

The institute focuses on capacity building and skill development of the personnel of
Commercial Banks, Regional Rural Banks, Co-operative Banks, Small Finance Banks,
MFIs, Farmer Producer Organisations, Non-Government Organisations, Government of
India, State Governments and International organizations including financial institutions
and developmental agencies.

The faculty members of BIRD have rich experience in Rural Banking, Planning,
Development and Human Resources Management.
Mandatory Training of BCs/ BFs before Certification-BIRD as empanelled
Training Institute

IMPORTANT NOTICE FOR BCBF CANDIDATES
As per the extant guidelines of RBI, the Business Correspondents (BCs) are required to
complete the BC certification within 9 months from the date of commencement of operations.
In this regard, it is clarified that BCAs who have commenced operations –

i) on or after 01.04.2024 have to undergo the mandatory training program and thereafter can
appear for the BC examination. The details of the RBI Mandated Training Institutions are
provided on IIBF website (Give link)

ii) before 01.04.2024 and have not yet passed the mandatory BC certification, are required to
complete the certification as per revised syllabus. BCs while registering for the exam have to
update details of Name of Bank where they are working as BC, Date of commencement of
operations/joining as BC, Bank BC ID Card no and are also required to upload Bank BC ID
Card.

Two Courses for Certification:

4.Basic Certification: This certification is to be undertaken by the BC/BF Agents
who handle only basic transactions like payment transactions, cash-in cash-out, remittances, etc.

5. Advanced Certification: This certification is to be undertaken. by BC/BF
Agents who will be acting as full-fledged BCs covering all the activities as
prescribed by the regulator.

Training by BIRD

1.Training programmes will be conducted in two modules, Basic and Advanced.
Session plans, duration of training programmes and course fee for both the courses
have been standardized and approved by IBA.

2. BIRD, Lucknow would provide ONLINE training in two languages, viz. Hindi and
English. The Course material for Basic and Advanced Courses have been prepared
by IIBF.

3.  Duration of Training:

Basic – 28 Hours [(4 days (min) to 15 days (max)].
Advanced – 42 Hours [(6 days (min) to 21 days (max)].

4. The Course books, published by IIBF, will form basis of training. The prescribed
course books for Basic and Advanced Courses, published by IIBF, under Taxmann
Publications, are:

i. Inclusive Banking Through Business Correspondents (Basic Course)
ii. Inclusive Banking Through Business Correspondents (Advanced Course)

5. Books to be purchased by the candidates from bookstores.

6. Training Completion Certificate (TCC) will be issued to all candidates who have
successfully completed the training with at least 75% attendance.

7. 75% attendance mandatory for candidates to get the completion certificate.

Effective April 2024, Training of BC Agents (BCA) has been mandated by RBI before appearing for the BC Certification Examination. BC Agents will now have to undergo 28 hours of training for the Basic Certification and 42 hours of training for the Advanced certification, as the case may be. Only those candidates who have successfully completed the training will be eligible to appear for the BC/BF examination.

The following Institutes have been identified to conduct the training for BC/BF:

• Bankers Institute of Rural Development (BIRD)
• National Institute for Entrepreneurship and Small Business Development. (NIESBUD). Ministry of Skill Development and Entrepreneurship (MoSDE)
• Indian Institute of Bank Management (IIBM); and
• The Banks, at their discretion may also provide mandatory training to BCAs duly adhering to the training structure/modules designed by the Coordination Committee.
• National Academy of RUDSETI, Bangalore its network of RSETIs

Other than the above named Institutes, no other Institute or organization is permitted to impart training to BC’s/BF’s.
