Gujarat Sardar Krushi Jyoti Yojana (SKJY)

For farmers, a steady power supply decides whether crops get watered on time. Old, worn-out power lines snap often, cause outages, and sometimes lead to accidents. The Gujarat Sardar Krushi Jyoti Yojana (SKJY), launched in 2017-18 by the Energy and Petrochemicals Department, Government of Gujarat, replaces damaged lines on agricultural feeders and divides overloaded feeders so farms get reliable, better-quality power.

Scheme at a Glance

  • Implemented by: Gujarat Urja Vikas Nigam Limited (GUVNL) through its DISCOMs
  • Type: A power infrastructure scheme, not a personal benefit scheme
  • Funding: The state government bears 80% of the cost and the DISCOM bears 20%
  • No cash or DBT: Farmers receive no direct payment and pay nothing
  • Scale: In the first year, the work covered 5,089 surveyed feeders

Why It Was Needed

The normal life of a distribution line is around 35 years, but pollution, salty and humid coastal air, and chemical industrial areas shorten it. Old lines snap repeatedly and cause power cuts. The government decided to replace these lines under SKJY.

Key Benefits

  • New power lines: DISCOMs replace old and damaged wires and conductors on agricultural feeders
  • Feeder bifurcation: Overloaded feeders are divided where needed for smoother supply
  • Line and pole repairs: straightening poles, replacing damaged insulators, providing stay sets, and trimming tree branches near lines
  • Conductor replacement: Conductors with more than three joints in one span, or older than 35 years, are replaced
  • Fewer power cuts and breakdowns
  • Better safety from a lower risk of electrical accidents on farms
  • No cost to farmers

Who Benefits?

  • Farmers who live in Gujarat
  • Those whose electricity connection is on an agricultural feeder

Not covered: consumers on Jyoti Gram (urban or rural) feeders, GIDC feeders, HT express feeders, and industrial feeders, and anyone outside Gujarat.

How the Scheme Works

No application is needed. DISCOMs carry out the work on their own:

  1. GUVNL has its DISCOMs survey agricultural feeders.
  2. The DISCOM marks feeders with old, damaged, or overloaded lines for replacement or bifurcation.
  3. Agencies are selected through e-tendering.
  4. The agencies replace lines and divide feeders where required.
  5. The state releases its 80% share through GUVNL, and the DISCOM pays the remaining 20%.

If Your Feeder Line Is Old or Keeps Snapping

You can raise a request at your local electricity office:

  1. Find the Sub-Divisional Office of the DISCOM that supplies your agricultural connection.
  2. Meet the concerned official and share your connection details.
  3. Describe the problem, such as old wires, frequent snapping, or repeated power cuts.
  4. Ask how to record your request, and get an acknowledgement for follow-up.

Documents

No documents are needed to receive the benefits. If you submit a request or complaint, keep these ready:

  • Identity proof
  • Land ownership document
  • Passport-size photographs
  • Allotment order of land or house under a housing scheme for the poor, if applicable
