Delhi Jal Board Pensioner Cashless Health Care Scheme: Treatment Without Paying Upfront
For a retired employee, a hospital admission often brings a second worry on top of the illness: arranging money for the bill and then waiting for reimbursement. The Delhi Jal Board (DJB) Pensioner Cashless Health Care Scheme is meant to remove that worry for its pensioners.
What the scheme is
Chief Minister Rekha Gupta launched the facility on 5 October 2026 under the Seva Sankalp Abhiyan. It is for retired Delhi Jal Board employees and eligible family pensioners, and more than 50,000 pensioners and family pensioners are expected to benefit. Until now, they paid medical expenses first and then went through the reimbursement process. Under the new facility, eligible treatment expenses at participating hospitals do not have to be paid upfront.
What it offers
- Cashless treatment at hospitals empanelled by the Delhi Jal Board
- Cover for emergency, planned and non-emergency treatment
- Cover for medical tests and investigations along with treatment
- Direct payment of approved claims from the Board to the hospital
- A single-window system meant to cut paperwork on hospital bills and claims
- Coverage for the dependent family members of pensioners and family pensioners
- Billing at the lower of the applicable CGHS rate or the hospital’s own rate
A note on what is not yet clear
This is an early-stage scheme, and the source is open about gaps. The exact treatment limits, exclusions, hospital-wise procedures and other conditions are to be confirmed through detailed implementation guidelines from the Board. Please do not assume there is no ceiling, and do not assume everything is covered. Specifically, the following are not announced:
- Whether there is a maximum claim amount
- How the Board defines a dependent family member for this facility
- A document list specific to the expanded facility
- Any income limit, age condition, minimum service requirement or retirement cut-off date (none has been announced)
Who is eligible
Based on the Board’s existing medical order, the conditions are:
- The person must be a Delhi Jal Board pensioner drawing pension from the Board, or a family pensioner.
- Dependent family members are covered under the Board’s medical arrangement.
- The beneficiary must hold a valid DJBEHS card.
Serving DJB employees are covered by a separate arrangement. Regular employees aged 40 and above get an Annual Health Check-Up, which provides one preventive check-up each financial year at empanelled hospitals.
Is there an application?
No separate application form has been notified, and the Board has extended the facility to its eligible pensioners directly. The department has not confirmed any online or offline enrolment process. So the mode of applying is not yet confirmed, and the practical step now is to make sure your records are in order.
How cashless treatment works under the existing arrangement
The steps below come from the Board’s existing medical order and are the best available guide:
- Keep your valid DJBEHS card and a photocopy with you.
- For planned treatment, get a referral from the departmental doctor or Authorised Medical Attendant.
- Choose a hospital empanelled by the Board.
- At admission, give a photocopy of the card and declare your basic pay or pension, ward entitlement, office address, and residential address with phone number.
- In an emergency where you are admitted directly, the concerned Drawing and Disbursing Officer issues the referral letter to the hospital after checking that the condition is covered. The hospital also issues an emergency certificate.
- For follow-up treatment after an emergency procedure, get authorisation from the Authorised Medical Attendant.
- The hospital raises the claim directly with the concerned DJB office, with the required certificates.
- The Medical Screening Committee examines the case, and payment goes to the hospital after its recommendation and the concurrence of Accounts.
The hospital supplies the rate and entitlement certificates needed for settling the claim, so you do not have to arrange those. An Essentiality Certificate ‘B’ under the CS (MA) Rules is among the documents mentioned.
One caution: the order dated 30 March 2026 covers specified emergency surgeries and should not be treated as the complete rulebook for the expanded scheme.
What pensioners should do now
- Check with your last office of posting or the Drawing and Disbursing Officer that your DJBEHS card is valid and your dependants are correctly recorded.
- Watch the Delhi Jal Board website and circulars for the office order that sets out the detailed terms.
- Before a planned admission, confirm with the Board or the hospital whether the treatment is covered.
- Use the Board’s list of empanelled hospitals (the version available is dated 26 February 2026) and check with the hospital that it is still empanelled.
Questions the source does not answer
The source leaves open whether this is a health insurance scheme (it works as a direct-settlement arrangement between the Board and hospitals), whether cashless treatment is possible at any hospital (it is meant for empanelled hospitals), and what happens if you are admitted to a non-empanelled hospital. For that last case, ask the Board before you need it, since emergencies leave little time to check.
