Ref – Your offer vide No. WTL/CEO/F&S/009/21 -22 dated 06/06/2021
“Sir,”
This is to inform you that the rates offered by you vide above referencefor Aadhar seeding with
Aadhar based biometric authentication/ validation by e KYC method from UIDAI of PDS
beneficiaries against their Ration cards in the state of West Bengal for food & Supplies Department has been accepted.
“1. Accepted Rates :Rs. 5.78/- (inclusive of all taxes, charges etc) per beneficiary / Ration”
Card seeded against the Ration card and validated through biometric / eKYC method from UIDAI.
2. Expected Nos. of Ration Cards / beneficiaries to be covered:S.S Cr.
3. Duration of the Work : 60 days
4. Payment will be made only on the basis of validated linking of Aadhar with DRC.
5. Scope of Work:
i. Undertaking the job ofAadhar seeding with Aadhar based biometric authentication/
validationby e KYC method from UIDAI of PDS beneficiaries against their Ration
cards in the state of West Bengal by visiting the households of all the throughout the state.
ii. To achieve the 100% coverage of targeted beneficiaries a plan should be made and
shared with the District Magistrates / KMC Commissioner/ Municipal Commissioners and DCF&S I DDRs of the Districts. The plan should be in such a way
that the public can be informed through a centralised newspaper advertisement / TV ad.
iii. After first round of house-to-house visit a second mop up round of house-to-house
visit should be arranged.
iv. Para/ Locality wise camp for left out beneficiaries after house-to-house visit
“programme after completing the door to door visit of all families should be arranged.The schedule (date, time & venue) of such camps should be pre-decided and informed to the people of locality/ households and Block/ Municipality adm inistration in advance, in writing, that if anyone who could not be covered during house-to-ho use visit may visit at the Para/ Locality wise camp. These camps may be arranged at a school/ ICDS centres in consultation with BDOs / Executive”

I left over beneficiaries after para/locality wise campshould be arranged.
“vi. All such camp locations, points shall be well equipped from your end with required manpower, hardware, software, electrical line, internet and other infrastructure as required.”
vii. Timings :
a) The time and quality of the work is the essence of the contract.
b) The whole work is to be completed within 60days from the date of receiving the work order. Intermediary targets are mentioned below:

“c) If the work is not completed within 60 days of the date of work order,a grace”
period of 7 days will be allowed. After that the rates will get reduced by 5% for
the Ration cards seeded dur ing the next 15 days. The rates will get further reduced by 10% after that.
d) The work may be undertaken on all days.
e) House to house visit may be held from 7 AM onwards and shall be completed
preferably by 6 PM.
f) Working hours for Para/ Locality wise camp & camps in Gram Panchayet / Ward
office may be from 8AM to 6PM.
viii. Monitoring and Reporting:
a) The arrangements should be made in the food department / automation portal
to capture the daily progress report. The report should be able to be filtered and downloaded district / DOR I Block I Municipality and FPS wise.
“b) The Daily Report has to be shared with the Department on progress of work and issues, if any through an email. Format will be shared shortly.”
c) Weekly progress report is to be submitted to DCFSs & DDRs concerned and a
consolidated copy tothe Department. DCFSs/ DDRs will share the weekly report with OM and ADM (Food) weekly for monitoring and guidance from their part.
