Uttarakhand Trader Accident Insurance Scheme

Small shopkeepers and family businesses often depend on a single earning member, and an accidental death can leave the family without income overnight. The Uttarakhand Trader Accident Insurance Scheme, run by the State Tax Department, Government of Uttarakhand, pays ₹10 lakh to the dependents of an eligible GST-registered trader who dies in an accident. The State Tax Department selects an IRDA-registered insurer with a branch in Uttarakhand through a tender, and that insurer settles claims.

Latest Update

The Uttarakhand Government has approved continuing the scheme from 19 November 2026 to 18 November 2027. On 9 October 2026, CM Shri Pushkar Singh Dhami announced at the Provincial Traders’ Conference in Haldwani that a wide publicity campaign will run for the accident insurance of GST-registered traders, so dependents can claim on time.

Key Benefits

  • ₹10 lakh accidental death cover for the trader’s dependents
  • No premium and no application. Cover is automatic with a valid GST registration.
  • Time-bound settlement: The insurer must pay within 3 months of the claim, and pays 10% annual interest on any delay
  • Payment by cheque to the heir through the Joint Commissioner (Karya), State Tax
  • Accidents within the policy period are still settled within 3 months if the claim comes after the period ends

Who Is Covered?

  • The owner of a sole proprietorship, a partner of a partnership firm, or the karta of an HUF business
  • Registered under GST in Uttarakhand, and a permanent resident of the state
  • Traders registered on the scheme start date are covered automatically. Those registering later are covered from the effective date of registration.
  • The death must result from an accident during the scheme period

Not covered: limited companies, societies, clubs, associations, central or state government departments and undertakings, and other authorities or bodies. Cover ends on cancellation of the GST registration.

Who Receives the Claim Amount?

  1. The legally married spouse. If there is more than one legal wife, they share equally.
  2. If there is no spouse, the nominee named by the trader.
  3. If there is neither, the legal heir named in a court-issued succession certificate.

Payment is made on the recommendation of the Joint Commissioner (Karya), State Tax.

How to File a Claim

Claims are offline.

  1. The legal heir, dependent, or nominee gets the claim form and document list from the concerned Joint Commissioner (Karya), State Tax office of the area where the trader was registered.
  2. Submit the claim within 90 days of the accidental death. There is no common last date, as the 90 days run from each death.
  3. The Joint Commissioner checks the claim and forwards it to the insurer.
  4. The insurer settles it within 3 months and issues a cheque in the heir’s name, delivered through the Joint Commissioner’s office.

Documents for a Claim

  • Completed and signed claim form
  • Certified photograph of the claimant, not older than six months
  • Certified copies of the death certificate, post-mortem report, and accident report or FIR
  • Certified copy of the trader’s registration certificate
  • Nationalised bank account details, including account number and IFSC code
  • Identity proof and PAN card of the trader, claimant, or legal heir

Important Conditions

  • A firm can receive the benefit only once per scheme period, and the payment goes to the dependents of the deceased.
  • If more than one partner of the same firm dies in one accident, the amount is divided equally among the dependents of all those partners.
  • Traders can check their GST registration status on gst.gov.in. If a new or cancelled registration does not show on the website, the decision of the Department/CBIC is final.
