Rajasthan Vidhwa/Parityakta Mukhyamantri Sambal Yojana: Fee Support for Widowed and Deserted Women Training to Be Teachers
For a widowed or deserted woman, becoming a qualified teacher can be a path to a steady income and independence. But teacher-training fees can stand in the way. The Rajasthan Vidhwa/Parityakta Mukhyamantri Sambal Yojana (CMSY) helps by reimbursing course fees for eligible women studying for a D.El.Ed. (BSTC) or a B.Ed. in Rajasthan. “Sambal” means support.
Check the deadlines first
Today is 8 November 2026, so the dates matter:
- B.Ed. component: the Higher Education Department’s scholarship portal is open from 1 October to 30 November 2026. Applications are still being accepted, with about three weeks left.
- D.El.Ed. component: the CMSY portal notice said online applications were accepted from 8 September to 8 October 2026. By those dates, the window has closed. The source describes it as open with only a few days left, but that wording appears to be out of date. If you are a D.El.Ed. trainee, ask your institution or the helpline right away whether late applications are possible.
One more oddity: a note in the source’s D.El.Ed. section gives the 1 October to 30 November dates, which belong to the B.Ed. component. Treat those dates as applying to B.Ed. only.
How the scheme is organised
It has two parts, run by different departments. The D.El.Ed. (BSTC) Sambal Yojana is run by the Directorate of Elementary Education, Bikaner. The Vidhwa/Parityakta Mukhyamantri (B.Ed.) Sambal Yojana is run by the Department of College Education, Rajasthan. Apply according to your course.
What you receive
D.El.Ed.: a teaching-fee reimbursement of ₹9,000 for women studying in private teacher-training institutions in Rajasthan. First-year and second-year trainees can claim for the year they are studying. The money is paid to your bank account, so you submit a passbook copy showing the bank name and IFSC code.
B.Ed.: reimbursement of the fee payable for the B.Ed. course, at both government and private B.Ed. colleges in Rajasthan. First-year students, and students who have passed the first year and moved to the second, can apply.
Who is eligible
For both parts, the applicant must be a widow or a deserted or divorced woman, and must give an affidavit that she has not remarried.
D.El.Ed. applicants must also have taken admission to the D.El.Ed./BSTC course at a private institution in Rajasthan and must not have already received reimbursement for the year they are claiming. The source says no separate age limit, income limit, caste requirement or minimum percentage is prescribed.
B.Ed. applicants must also be studying B.Ed. at an institution in Rajasthan, have at least 75% attendance, hold a Jan Aadhaar card with updated details, and attach a notarised affidavit of non-remarriage. The source also notes that B.Ed. applicants must not receive any other scholarship. These conditions come from a 2022 order, so confirm them on the portal.
Documents for D.El.Ed.
- Aadhaar card copy and Bhamashah card copy
- Application in the prescribed format, forwarded by the institution head, with the year of admission, current session and the year of claim
- Bank passbook copy with bank name and IFSC code
- College allotment copy certified by the institution head
- Copy of the fee charged by the college
- For widows: the husband’s death certificate
- For deserted or divorced women: the court decree. For Muslim women, a Talaqnama from an authorised Qazi is also valid, with a notarised stamp-paper affidavit from two respected community members.
- Affidavit of no remarriage, giving the husband’s name and stating that no reimbursement was received earlier for the claimed year
- For second-year students: the first-year marksheet
Documents for B.Ed.
- Jan Aadhaar card with updated caste, domicile, bank details and mobile number
- For widows: a self-attested copy of the husband’s death certificate
- For deserted or divorced women: a certified copy of the decree or Talaqnama from a competent court or Qazi, with the notarised stamp-paper document from two respected community members if it is a Qazi Talaqnama
- An affidavit on non-judicial stamp paper, attested by a notary, giving your name, your husband’s name, the fathers’ names of both of you, the date of the husband’s death (for widows) or the date of the decree or Talaqnama (for deserted women), and a clear statement that you have not remarried
How D.El.Ed. trainees apply
The route goes through your institution. Get the prescribed form from your institution, fill in the year of admission, the current session and the year you are claiming for, attach your documents, and submit everything to the institution head. Confirm with the head that the form has been filled in on the CMSY (ShalaDarpan) portal. The head verifies the documents, certifies the allotment copy, checks that no reimbursement has been made for the claimed year, and forwards the application. Keep a copy of everything.
How B.Ed. trainees apply
Applications are online:
- Check that your Jan Aadhaar has updated caste, domicile, bank details and mobile number.
- Log in to the Rajasthan SSO portal with your SSO ID.
- Open the Citizen App (G2C) and click the Scholarship (CE) icon.
- Select the Vidhwa/Parityakta Mukhyamantri (B.Ed.) Sambal Yojana.
- Fill in the form, upload the documents, check every detail and submit.
- Make sure your college forwards the application online to the district nodal officer.
If you cannot apply on your own, go to your nearest e-Mitra kiosk with your Jan Aadhaar and documents. The service is listed there as the Widow Divorcee Chief Minister B.Ed. Sambal Scheme.
What happens after a B.Ed. application
The college head attests the documents and forwards the application online to the district nodal officer. The nodal officer verifies the facts and sends it with a recommendation to the Commissioner, College Education, Rajasthan, Jaipur, by the prescribed date. Getting the application forwarded from the college is the college’s and the applicant’s responsibility, so follow up with your college. If an application is rejected because of a shortcoming, the applicant is held responsible, so read the guidelines carefully. If your college or university does not appear on the portal, ask its registrar or principal to complete the registration.
Questions the source does not fully answer
The source lists, without answers, whether a woman who already holds a B.Ed. can apply, and whether a remarried woman can apply. On the second, the rules require an affidavit of non-remarriage, so remarried women do not qualify. On the first, the scheme reimburses fees for a course being studied, so ask the helpline before assuming anything.
